SATOP


Clark Center's professional staff are available to help DWI offenders receive SATOP evaluations and provide the recommended intervention levels. We are the only area agency to provide comprehensive OMU, OEP, WIP and CIP services.

Clients will initially need to come in to the Monett location to pay their evaluation fee of $375, complete a questionnaire and establish an appointment to return for their evaluation with a counselor. Clients are asked to bring proof of residence, a valid photo ID, and proofs of financial income when they return in order to complete a Standard Means Test (used to determine eligibility for state funding to assist with WIP and CIP levels of intervention).

Clients are assigned to an appropriate program level based on their questionnaire scores and an interview. They are given a listing of available agencies providing services in Southwest Missouri. The Clark Center provides educational levels of OEP and WIP once monthly. The CIP treatment level is provided continually with classes available in our Monett and Aurora locations. Clients are reminded they will have six months from the time of their evaluation to enroll in the recommended program or they will need to be re-evaluated at a cost of $120, providing there were no further incidents.


About SATOP

The Substance Abuse Traffic Offenders' Program is Missouri's education and intervention program for drinking drivers. SATOP is administered by the Missouri Department of Mental Health's Division of Alcohol and Drug Abuse and includes substantial interagency effort by the Missouri Department of Revenue. DWI offenders are required to complete this program for reinstatement of their driving privileges. 

The Cost

The cost of the program is borne by DWI offenders and include a $125 assessment screening fee and a $125 supplemental fee, which is deposited into the Mental Health Earnings Fund. This fund is used by the Department of Mental Health to purchase intervention services for persistent and repeat DWI offenders. Costs may range from $380 to $1106.

Major components of SATOP

Offender Management Unit (OMU)

All offenders are required by law to undergo an individualized assessment screening. This is the primary service of the OMU and is available at nearly 200 locations. The assessment screening consists of a Department of Revenue driving record review, a standardized computer-based questionnaire, and an individualized interview with a qualified substance abuse professional. Clark Center OMU is in our Monett office location.

Offender Education Program (OEP)

A 10-hour education course designed primarily for lower risk, first-time offenders in understanding the choices they made that led to their intoxication and arrest. Education is the key to helping first-time offenders take responsibility for their actions. Clark Center holds their OEP in the Monett Office.

Clinical Intervention Program (CIP)

A level of outpatient treatment service consisting of intensive outpatient counseling based on the needs of the persistent or "high risk" offender. Each offender participates in 50 total hours of treatment activity consisting of 10 hours of individual counseling, and 20 hours of group education at a certified treatment facility. Ten hours of the required 50 hours must specifically address DWI/DUI issues. CIP classes are held in our Monett and Cassville offices. 


Additionally, clients may be recommended to attend the Adolescent Diversion Education Program (ADEP), Youth Clinical Intervention Program(YCIP), or a Comprehensive Substance Abuse Treatment and Rehabilitation Program (CSTAR). Clients assigned to these levels will be given information on locating available services.

Comparable Forms are reviewed by Clark Center's SATOP Administrator at a cost of $295. Comparable forms must have been completed by a current state approved program on file with the Department of Mental Health/ADA Division. Clients can make an appointment at any OMU site in Missouri.
